SCCA joins request to delay off-road diesel reg implementation
March 11, SCCA joined in support of an AGC National request to delay implementation of the California Off-Road Diesel Regulation until 2015. Along with some of our members and about 200 other participants, we helped make the case for additional amendments to the off-road rule at an unprecedented Executive Officer Hearing. Even CARB Chair Mary Nichols sat in on the meeting before going to another session in the Governor's Office on how to deal with the job impacts of these rules and AB 32.

The bottom line--expect some amendments to be approved by this September. Do not expect CARB to agree with the proposal supported by industry, but instead to propose its own remedy with tiny changes that will likely complicate this already difficult regulation.

Meanwhile, the federal Environmental Protection Agency has announced its intention to have another hearing on CARB's request for a waiver from federal preemption under provisions of the Clean Air Act so it can enforce the off-road rule. The announcement came in the form of a Federal Register posting.

New reporting requirements for low use credits
The California Air Resources Board (CARB) has released a new application that all off-road diesel vehicle fleets reporting reduced activity must complete in addition to reporting their reduced activity online in DOORS. The application includes instructions for mailing in records demonstrating the reduced fleet activity. To print an application, CLICK HERE

  • SCCA members receive Excellence in Accident Prevention Awards March 10, 39 Southern California Contractors Association (SCCA) members were presented with 2009 Excellence in Accident Prevention Awards at the Petroleum
    Club in Long Beach. This was the 14th year for the awards, which are bestowed on members who have submitted data demonstrating an above-average safety record as a result of sound safety practices and training.

  • "Last half of year will be very bad," says State Controller John Chiang
    "For those of you dependent on state funding, the last half of the year will be very, very bad,"  he said at the February 10 membership meeting of the Southern California Contractors Association (SCCA).

  • Agencies offer training on new rules to help with compliance
    State agencies like the California Air Resources Board (CARB) and the State Water Resources Control Board are offering training for industry to try to get a handle on all the new rules.

  • CARB inventory shows off-road diesel regulations unnecessary
    Associated General Contractors of America (AGC) presented findings December 9, 2009, in a hearing in Sacramento using CARB’s own data to show there is currently no need to impose the costly new California “diesel retrofit” regulations before 2014. The recently enacted regulations will force contractors to purchase new diesel equipment and trucks or retrofit existing machines to meet CARB target levels for nitrogen oxide (NOx) and particulate matter (PM).
