SCCA’s new member EBS General Engineering, Inc. was started in 1994 by Joe Nanci, who was later joined by his brother Tom, as a Bobcat and concrete saw cutting business. Together they grew the startup business, working predominantly for the major home developers throughout Southern California. At its peak before the Great Recession in 2006 to 2008, the company had 350 employees. But home development, which accounted for as much as 95% of the company’s business crashed.
At that point, the company switched its emphasis so that today the company does 95% of its work in the public sector.
When Joe Nanci retired in 2019, he sold half of the company to Tom Nanci and his son J.D. Nanci. J.D. Nanci is now co-owner of the company, which now has more than 140 employees as a self-performing contractor working in asphalt, concrete, and stone block masonry.
The company is very involved in public works pavement rehabilitation and street maintenance, both as the general contractor or as a sub-contractor.
In 2008, EBS added a new division that became known as EBS Utilities Adjusting. Later, the division was spun off to a separate company now known as EBS Utilities Adjusting, Inc. The company provides a variety of services, including lowering manholes during street rehab and resetting them after the street has been paved, adjusting utility valves, installing utility vaults, and other street utility projects.
