Charlie serves as SCCA’s Executive Director, bringing a diverse leadership background and proven track record in strategy and transformative leadership. His career spans nonprofit, startup and for-profit management roles, including leading The Planetary Society, American Sailing Association and International Right of Way Association. He earned his MBA from the University of Texas at Austin and his BS in geophysics from Stanford University. Charlie thrives on delivering organizational excellence and an exceptional member experience. He enjoys running, surfing and traveling.

John Cooper has been with SCCA for over four years. He’s currently serving as Director of Labor Relations where he serves as a guiding light and support system for SCCA’s valued members. John has worked with associations since 1987, allowing him to utilize vast industry knowledge in navigating the external terrain and to provide solutions for progress during times of adversity. In his free time, you’ll find John at the BBQ or spending time with his family and his dogs.

Alicia Di Santo is SCCA’s Contract Administrator who has been in the association business for over 18 years. She has dedicated over nine of those years to SCCA, where she supports Labor Relations, Governance, and additional Committees. Alicia’s key focus is on the needs of SCCA’s members, where she remains dedicated to supporting them through the fluctuations of the industry.

Sharlene is accounting support for SCCA and has worked in the Orange County community for 20+ years. She has worked in office management, business development, bookkeeping and marketing & events. Sharlene has a Business Administration Degree with emphasis in accounting. She is passionate about interior design, enjoys the performing arts, and is an avid reader. In her free time, she likes to volunteer and attend fundraisers for local charities that are close to her heart.

Britney has over 10 years of experience in administration, customer service, graphic design, and visual media. With the support of her B.A. in graphic design and digital media, she has been able to explore many avenues throughout the years to utilize her skillset. Britney is a SoCal native who enjoys the arts, photography, and exploring new places in her spare time. When she’s not creating visuals for SCCA you can catch her on a hike or spending quality time with her family.

Corrin joined SCCA in 2023 as Membership Events Coordinator. With over 12 years’ experience in the event planning industry, she utilizes her skillset daily and breathes life into momentous experiences for our valued SCCA members. Corrin has assisted with hundreds of local events seen around Southern California, including the famous Pacific Air Show seen in Huntington Beach. In her free time, you can find Corrin spending quality time with her family.

Alma brings 17 years of experience in customer service and administration. A resident of Orange County for 33 years, she takes pride in her roots here. Blessed with three wonderful kids, Alma finds joy in cooking home-cooked meals and cherishes quality time spent with family and friends. Her favorite pastimes include hiking, exploring Disneyland, and enjoying a good movie. Alma looks forward to connecting and sharing more about her journey!

Julia Fennell brings over three decades of diverse experience in Accounting across the private, government, and non-profit sectors. Her journey in Accounting began with a spark ignited in her first "Accounting" class at Fountain Valley High School, under the guidance of Mr. Tritx, which sparked a lifelong passion for the field. A proud native of Southern California, Julia recently returned to her roots after spending time in Washington. Her deep connection to the region and her wealth of experience makes her a valuable asset in any accounting endeavor.

Over Fifty years in heavy engineering construction in more than a dozen Western and Rocky Mountain States. Paul graduated from Arizona State University in 1968. After graduation he worked on bridges, highways, dams, railroads, tunnels, transit systems (BART in the Bay Area), power plants, treatment plants, all over the western United States and three Napa Valley wineries. His favorite all time project was the two mile long eastbound second bore of the Eisenhower Tunnel in Colorado on I-70 at the continental divide at over 11,000 feet above sea level. He is currently on the Board of Directors of three national organizations and three California organizations. The most satisfying part of his career has been working with young men and women and helping them enter the construction industry.

Todd Bloomstine was born and raised in Sacramento and attended California State University, Sacramento where he received a Bachelor's of Arts degree in Government. During his last year at CSUS, Mr. Bloomstine accepted a legislative aide position in the California State Assembly, working full time in the California Legislature while finishing his degree in the evenings. Mr. Bloomstine was promoted to Legislative Director in 1999 for a Los Angeles-area Senator. In this capacity, he was responsible for crafting the Senator's legislative bill package, recommending votes, and meeting with other public officials, staff and community leaders. In 2001 Mr. Bloomstine left the California Legislature and opened Bloomstine & Bloomstine with his wife Michelle. He has continuously represented SCCA as its lobbyist since 2001. Mr. Bloomstine has reviewed and reported to SCCA on tens of thousands of construction related legislation. Through his efforts, SCCA has successfully passed legislation on a variety of issues from ensuring attorney fees on frivolous claims, protecting lien rights for contractors and ensuring contractors can efficiently move their equipment across California streets and highways. Bloomstine’s advocacy goal for SCCA is to make the association part of the public policy decision making process in Sacramento. Mr. Bloomstine enjoys traveling with his family and a good science fiction book. He is also an aspiring duck hunter and occasional fisherman.

Clayton Miller manages government affairs for the SCCA. He closely coordinates with SCCA’s State and Local Legislative Committee members and the association’s consulting team on priority issues at the local, regional, and statewide levels that impact its union contractor members. His three-decade career representing the construction industry on regulatory and government affairs, along with his strong dedication to the SCCA’s members’ success, guides his efforts on behalf of the association. Clayton graduated from Cal Poly Pomona with a Bachelor’s of Science degree in Finance, Real Estate and Law.

Jim has been a dedicated member of the Southern California Contractors Association (SCCA) for an impressive 40 years. Serving as SCCA President in 1998, Jim has contributed significantly to the organization's growth and development. He holds a B.A. Degree in Finance from California State University, Los Angeles. Jim's roots trace back to Pasadena, California, where he grew up, and he proudly served in the U.S. Army Reserve from 1964 to 1970. Throughout his career, Jim has gained valuable experience through various roles. He has worked with companies such as Precision Cold Planing, Pavement Recycling Systems, J.A. James Construction, and U.S. Paving Company, showcasing his expertise in the construction and paving industry. Currently residing in Glendale, California, Jim has been happily married to Conchita O’Kane for an impressive 55 years. Together, they have built a loving family, with two sons and six grandchildren, forming the cornerstone of Jim's personal and professional life.
