SCCA has served the union heavy construction industry since 1974. SCCA is volunteer-led and governed by its members. Membership is open to contractors signatory with the Operating Engineers, Laborers, Cement Masons, Ironworkers, Carpenters or Construction Teamsters. Affiliate memberships are also available.

SCCA can represent your interests in every area of your business. We regularly appear before dozens of agencies, boards, commissions, regulators, trusts and unions on behalf of our members—saving them millions of dollars in the past 35 years. Our forward-thinking members have helped to found and participate as members of every significant industry effort in Southern California.


What SCCA can do for you

SCCA's unparalleled full-time labor relations team has helped members successfully negotiate labor related disputes. Working with our trade unions, SCCA has negotiated master labor agreements that include provisions for grievance procedures and arbitration, adding protections for both our members and their employees.

SCCA maintains a full-time local government affairs program, including staff and consultants on a wide-range of issues. These people meet with local agencies to represent your local interests, and needs. We help local governments understand the issues from the contractor’s point of view.

SCCA is the first California construction trade association to develop an affinity program to benefit its contractors. This program enables the businesses that provide goods and services to the industry to offer special discounts to its contractor members. In many cases these discounts more than cover the annual dues of our contractors.

SCCA is the founding member of the Operating Engineers Alternative Dispute Resolution Trust (ADR), which will lower your cost of workers compensation insurance. We also participate in the Laborers, Cement Masons, Ironworkers and Carpenters ADR programs for our members.

SCCA is a founding member of the Construction Industry Air Quality Coalition (CIAQC) which helps shape the regulations so that contractors can continue to operate their businesses within a more reasonable set of air quality rules than those originally proposed. SCCA and CIAQC are leading the industry response to crippling regulations coming from the California Air Resources Board.

SCCA is founding member of the Construction Industry Coalition for Water Quality (CICWQ) which is currently working to shape the regulations proposed by the state and regional water quality control boards. These proposed-regulations include a cessation of grading on projects over 5 acres for 5 months of the year.

SCCA established the Construction Industry Transportation Consultant Program to streamline equipment move permits and eliminate single use permits for many cities. Our industry saves millions in permit costs every year through this effort.

SCCA promotes legislation for the benefit of our industry through our legislative committee. We support candidates for office who support the construction industry through our political action committee SCCA PAC and we maintain a full-time legislative advocate in Sacramento.

SCCA works with the California State Contractors License Board to help our members with licensing issues. We review the license status of every member, notifying those who are up for renewal—and, in some cases, facilitating their renewal through the CSLB labyrinth. We changed in licensing requirements with regard to general engineering contractors subcontracting hazardous work to "Haz" contractors, through our legislative efforts.

SCCA successfully supported measure "A", Riverside, and Measure “M”, Orange, highway improvements funds, and Proposition 42. These and other measures provide more work opportunities for our members.

SCCA members are active participants on the Construction Industry Advancement Fund and the Fund for Construction Industry Advancement. These organizations fund grants that contribute to important organizations and issues that help support our industry.

SCCA keeps its members abreast of the many and rapidly changing conditions that affect your day-to-day business through our information services—magazine, directory, electronic newsletter, Fax Blast Bulletins, email and regular monthly meetings in locations through out the 12 county area. We provide networking opportunities through our membership meetings, golf tournaments and social events. Our web site had 115,229 unique visitors and 1.53 million hits in the past year.

SCCA successfully processed appeals on behalf of members with UIAB, EDD, OSHA, AQMD, APED, and many other government agencies and commissions.

SCCA offers an approved Accident Illness Prevention Program produced by the Safety Committee and to the industry. SCCA reviews the safety records of all companies who submit annual accident data and holds an awards program in March. The industry's most significant award for safety results way beyond the call is the Albert Atwood Safety Award.

SCCA is the Southern California Chapter of the American Road & Transportation Builders Association. SCCA members serve of the ARTBA Board of Directors and travel to Washington, D.C. to push for highway funding and other issues important to our industry.

SCCA is an active member of the Clean Water Construction Coalition. This national organization is dedicated to improving water quality in our state and to obtain full funding for the federal Clean Water Act, which hasn't been done since 1992. This will provide hundreds of projects for our members and thousands of jobs for our workers.
